It has long been recognised that the use of specialised Loss Control Cargo Superintendents can, by exclusive attendance throughout an entire loading or discharge operation, reduce
or even entirely eliminate losses and hence subsequent claims, associated with bulk liquid cargo movements.

Petroleum cargoes are high value commodities, therefore it is imperative that all ship and shore figures are accurately reconciled, to protect the commercial interest of our clients. Shore and vessel cargo measurements are always closely controlled by Cargotec, to ensure full compliance with contractual obligations.
Any noted discrepancy, such as a transit loss or significant tank volume difference, is immediately investigated and measurements repeated, as necessary.

The Cargotec Superintendent also continually supervises the vessel activities, ranging from monitoring of vessel stripping operations to formulating the vessel’s on board blending
load plan, in accordance with our client’s contractual requirements.

Our clients routinely sell cargoes based on the shore tank actual receipt, at the discharge port, rather than the declared Bill of Lading quantity. Therefore it is essential that all measurements involved in such deliveries are closely scrutinised, to avoid any unexplainable ship to shore losses which would result in a
financial penalty, against the supplier.

A frequent source of error is the product temperature determinations, due to poorly calibrated electronic thermometers or insufficient points of measurement. An incorrect temperature can produce a considerable error, in quantity calculation, particularly when heated cargoes are involved. Therefore our
Superintendents ensure that all thermometers are correctly calibrated, prior to use, in accordance with the relevant standard.

Manual gauging is still the prevalent custody transfer method, for shore tank quantity measurement, with this operation possibly
taking place in the middle of the night, under poor weather conditions. The presence of a Cargotec Superintendent ensures that the gauging procedure is correctly performed and
repeated, as per the applicable standard. Also the Cargotec Superintendent will confirm that all measurements are correctly recorded and he will independently calculate the shore tank
quantity, to verify the figures being issued by the Inspector or terminal.

The main purpose of Loss Control Superintendence is to become an integral part of the commercial contract. This role allows the Cargotec Superintendent to monitor all the contract parameters, to ensure that the desired results are obtained, in accordance with our client’s wishes,

Cargotec document every aspect of an operation, creating a paper trial, with the client being constantly advised of the current situation, throughout a cargo operation. Our final report contains details of all incidents,including delays, which provides essential documentary proof in the event of a challenge or claim, by other involved parties.

 

 

     
 
The accuracy of vessel or shore derived cargo analysis is reliant on correct samples being drawn, in accordance with the industry standards. This job tends to be handed to the junior members of
the local inspection company, who often fail to recognise the significance of the commercial task, which is being entrusted
to them. The Cargotec Superintendent diligently attends all ship and shore sampling operations, to ensure not only that samples are drawn correctly but that any necessary secondary samples are also obtained, as deemed necessary to protect our client’s interests.
